My OS is up to date and I am using Firefox 54.0 (64Bit version). As in the heading of the question it won't allow me to select from the suggestions given either at the top search bar at Firefox, google.com search bar and etc. by pressing the down and up arrow keys. When pressing the down arrow key the appeared suggestion list gets flicks.

Have you tried if you see this issue in Firefox's safe mode, too? You can restart Firefox into safe mode by using the 'Restart Firefox with add-ons disabled' entry in the 'Help' menu. This will also disable graphics hardware acceleration and some JS engine optimizations, not just extensions and plugins.
