Details

This will need taskgraph changes, and treeherder changes, and buildbot changes. Right now periodic file updates are scheduled daily by buildbot on select trees, we should eventually move them to a scriptworker type design but short-term we should schedule via BBB in taskcluster. Scheduling via taskcluster gives these jobs visibility in treeherder when they fail, which when it happens usually goes a few days until someone notices.
