Steps to reproduce:

1) start firefox as my normal user on my main local Xorg desktop.  Everything is fine.

2) switch to another vncserver / Xorg session (:4), where I am logged in as same user

3) start firefox there


Actual results:

After a few seconds delay a dialog appears

"Close Firefox

Firefox is already running, but is not responding.  To open a new window, you must first close the existing Firefox process, or restart your system."


Expected results:

A firefox window should have opened on the other Xorg desktop.

If I start instead `sudo firefox`, ie, as a different user, then it opens normally.

It has failed to do this for several years at least, presumably it has never been able to do it successfully.
