double click in scrollbar opens list properties dialog when cursor is in a list

To reproduce:
Open composer.
You may want to resize the window to a small vertical size.
Type data, included bulleted lists until the scrollbar would need more than one
click to go from one end of the document to the other.
Place your cursor inside one of the bulleted lists.
With the scrollbar to the end of the document, click twice (as if
double-clicking) in the scrollbar to go toward the beginning of the document.
What happens:
The document scrolls, but the list property dialogs popup. This is a modal
dialog, so one has to dismiss it to continue clicking on the scrollbar.
What's expected.
The list properties dialog doesn't pop up.

note that this regression is fixed already but only on the trunk (I'm hoping
drivers and adt will allow this on the branch but I'm not holding my breath) :-(
