[Prerequisites]:
- browser.newtabpage.activity-stream.enabled is set to true in about:config on a clean new profile.

[Steps to reproduce]:
1. Start the browser with the profile from prerequisites and open a New Tab.
2. Write a keyword in the search bar and click somewhere else on the page.
3. Click the search bar and observe the behavior.
 
[Expected results]:
- Search suggestions menu is displayed.

[Actual results]:
- Search suggestions menu is not displayed.

[Notes]:
- The issue is also reproducible on the about:home page, old about:newtab page and address bar.
- The issue is not reproducible with the search bar from the toolbar.

Standard8, we've been putting contentSearchUI.js bugs in Search as it affects more than activity stream.

Yes this drives me crazy! I think there are a number of things to consider here besides annoyance and consistency. I'm working through that stuff now so I think we should hold off on fixing this one piece until we decide on more comprehensive plan.

I am having this issue with Firefox 62.0b8. I can get the search suggestions dropdown area to show up ONCE upon a fresh launch of the app, then never again. Firefox must be restarted before it will show up again. Yes, I've tried with a fresh profile.

This is extremely annoying.

Are you using MacOs 10.14 Beta?

yep, various bugs have been filed about it, the current investigation is happening in bug 1468053.
