The log stated 

Encountered 403 Forbidden with reason "rolloutNotCompleted"


In bug 1393207, I changed it so the default percentage was 100% not 10%.  

My guess is that the google play store parameters for Mozilla beta need to change

to halt a staged rollout 

and then we can try to run push apk again.
