139608 - Cancel button in toolbar always seems disabled

found alongside bug 139606...not quite bug 131780, since the Cancel button never
seems to become enabled.

tested using 2002.04.22.0x-1.0.0 commercial branch bits, while trying to
download via ftp and http (both direct link clicking and selecting "save link
target" from context menu).

i cannot seem to find an existing bug for this, so am filing this one.
seems like Cancel is *always* disabled.

Per the Nav triage team marking nsbeta1+ [adt2].

Only seeing this behavior on Windows.  On MacOSX and Linux the Cancel button is
not disabled.

blake, i've been testing by downloading large-ish files (to allow enough time to
click the Cancel button in the dl mgr window ;), via http and ftp.

could you tell me what urls you've been using where it works? i'd like to give
those a whirl. thanks!

wacky. i've been using those links (http) as well as the ones from the ftp
nightly listings.

did some more testing with today's branch bits on linux (2002.04.24.08-1.0.0),
however. and now it's working for me.

i'm currently doing this from home, so perhaps the connection is slow enough to
actually display an enabled. heh!

anyhow, i presently don't have (a slower connection) win32 to test from, but i'm
gonna check this out on mac os x. if it's also fine there, then i'll remove the
nomination stuff as it might be invalid.

when i am able to reach the dl mgr in time (before the download finishes),
Cancel is enabled on win2k. doesn't seem to happen that often on my office
machine. eh well.
