This is a follow-up from bug 1387416 comment 21 and later. There are a number of uses of the "browser.search.widget.inNavBar" preference in tests and production code. The preference was added to allow pref-flipping experiments, but it may not be needed anymore in a few releases. The conversion to use CustomizableUI directly instead of the preference might happen in phases, as the removal of the preference from test code is not blocked on a particular release.
