[Steps to reproduce]:
1. Start Firefox
2. Go to about:preferences
3. Search for "yahoo"
4. Click the default search engine dropdown right under yahoo tooltip.
[Expected result]:
- User can click the area under tooltip.
[Actual result]:
- User is unable to click the area under the tooltip since it actually clicks on the tooltip itself.
[Regression range]:
- This is not a regression since this is reproducible since the feature was first enabled by default (old nightly from 2017-06-16).
