Since the change to the new https://tooltool.mozilla-releng.net/ domain, I've not been able to upload new artifacts to tooltool. If I pass `--url https://api.pub.build.mozilla.org/tooltool/` it does work.

Maybe not all the permissions got migrated? I tried rotating my auth token to no avail.
To clarify, I'm trying to public.upload and getting a 400 BAD REQUEST response using python/mozbuild/mozbuild/action/tooltool.py from mozilla-central.
Please continue to use the old URL for now, and rgarbas can investigate this when he returns next month.
