When Edit>Preferences is opened, the different categories are listed, but
clicking on them yeild no results.  The window defaults to "navigator", and is
therefore the only preferences that can be accessed

Reproducible: Always
Steps to Reproduce:
1.Open Preferences
2.Try to click on any of the categories
3.

Actual Results:  Nothing happens

Expected Results:  You should be brought to the preferences for your selected
category
Dup of "Preferences UI, Mailnews Tree, Bookmark manager don't work after
installing over 0.9.9"
