[Steps to reproduce]:
1. Open Firefox.
2. Open many tabs until the tab strip is overflowed and the "list all tabs" button is displayed.
3. Click on "list all tabs" button.
[Expected result]:
The scroll bar should be functional or it should not be displayed.
[Actual result]:
A non functional scroll bar is displayed after clicking on the "List all tabs" button
