1399808 - Remove the offlineGroup UI in about:preferences

This is a follow-up bug of bug 1399398. The Storage Manager which collects and removes appcache too is passed pre-beta sigh-off and enabled. We should remove the offlineGroup UI.

About the removal schedule, probably we could see the pre-release sign-off status of the Storage Manager feature.

Hi Jared,
The Storage Management release sign-off from SV is expected on 10/27. Let's wait for that release sign-off to remove the Offline section (AFAIK, the overall status is good until the last update). Keep the NI to myself to remind me to take action then. Thank you.
