Steps to reproduce:
Hide the bookmarks toolbar because you don't need it that often and modern screens have limited vertical space which you'd rather invest in the content you're looking at.
Actual results:
When you turn the bookmarks toolbar off, it's gone altogether with no easy way to access the bookmarks in it any more.
Expected results:
It should still be displayed at the top of the new tab page similar to Google Chrome where the bookmarks are either always shown, or only as part of the new tab page. The space at the top of the new tab is empty anyway and could easily hold the bookmarks for easier access.
Implementation should be relatively simple since I can achieve most of the functionality using userChrome.css, except some edge cases that may need slighty more sophisticated handling than can be done in CSS.

This bug clearly improves the UX of new tab page particularly on devices with small screens like laptops and netbooks. Please make this a priority
