I think you may add an option to force passive FTP for compatibility with some firewalls. Reproducible: Always Steps to Reproduce:
according to bug 70442 comment 3 mozilla ONLY do passive FTP? Related: bug 465
mozilla doesn't support active transfer -> invalid
