**** observfed with 2002-04-26-08 trunk build ****
Steps to reproduce:
- In IE add some bookmarks for russian or japanese sites (on english system,
win2k, for ex: http://www.anekdot.ru);
- add some bookmarks for french, german sites as well;
- run a new profile with the trunk build;
- look under IE favorites;
//note: only http://fr.auctions.yahoo.com/fr/23960-category.html is displayed
and no bookmarks for a russian or japanese sites are present, on the JA OS (on
Yuing machine we've seen them displayed fine)

QA -> Kasumi.
Marina is right: this problem happens on English windows, but not on Japanese
windows.
