Devices:
Huawei Nexus 6P (Android 8.0)
Samsung Galaxy Note 4 (Android 5.0.1)

Build: Nightly 58.0a1 (2017-10-5);

Steps to reproduce:
1. Go to https://react-hn.appspot.com and find a PDF file.
Or, go to https://daleharvey.github.io/testapp/, open the "External link" (google) and search for a pdf/other types of file to download.
2. Tap the file to download.

Expected result:
Files should be downloaded, without having to send the link to nightly.

Actual result:
From web apps, links to pdf's open a blank page in a custom tab, but are not downloaded.
While in a custom tab, the links to download files don't work.

note: Can download files by sending the links in Nightly.

Eugen can you do whatever we're doing for Custom Tabs for PWAs here?

This bug does not reproduce anymore: can download files through custom tabs. I'll close this for now.
