libtheora and libopus both have Makefile rules for converting arm assembly: https://hg.mozilla.org/mozilla-central/file/77a4c52e9987d2359969d7c478183b438b464744/media/libtheora/Makefile.in https://hg.mozilla.org/mozilla-central/file/77a4c52e9987d2359969d7c478183b438b464744/media/libopus/Makefile.in These could be moved to GENERATED_FILES rules in moz.build now.
