Currently there are two options:
1. Always Show Bookmarks Toolbar.
2. Always Hide Bookmarks Toolbar.
How about a 3rd option "Hide Bookmarks Toolbar while browsing"? But the toolbar will be visible in New Tab or Firefox Start Page.
