[Steps to reproduce]:
1. Start Firefox.
2. Place the "Forget" button in the overflow panel.
3. Open the "Forget" sub menu via the overflow panel.

[Expected result]:
The "Forget" sub menu is opened without any issues.

[Actual result]:
Glitches can be seen on some parts of the sub menu.

It seems that Bug 1401991 may have caused this regression.

It seems that the fix for Bug 1401991 may have introduced this regression as well.

Could you have a look into this?
