Details
Telegram's web UI (web.telegram.org) is broken in today's nightly (20171015220106) -- you can't click on anything in the left-hand side user list, even though you can scroll it (with mouse wheel). Upon clicking, sometimes the scrollbar is drawn in the wrong place.
Based on a guess, I suspect bug 1405397, because the symptoms are similar to what was happening with Google Slides (but in reverse).
