CTRL+P devtools shortcut only works in the "Debugger" tab, not in all of devtools

User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36
Steps to reproduce:
1) Open Firefox Developer Edition
2) Open dev tools on a webpage, to the Inspector tab
3) Press CTRL+P (CMD+P on Mac, but only reproduced on Windows)
Actual results:
The Print dialog appeared
Expected results:
The file picker should have appeared (and potentially switched to the Debugger tab).
I'm trying to switch from Chrome to Firefox and this is one of several issues standing in the way of me making the switch. Chrome lets you do CTRL+P with any tab of the dev tools open.
