1409557 - Reporting detection errors doesn't include the mistaken URL

When clicking "report a detection problem" under the Details pane of a Safe Browsing warning, the problematic URL is not carried through to the feedback form (as a query string parameter).

Steps:

1. Visit https://testsafebrowsing.appspot.com/s/phishing.html .
2. Click the "Details" button.
3. Click "report a detection problem" in the first paragraph.

Expected:

You are taken to https://safebrowsing.google.com/safebrowsing/report_error/?tpl=mozilla&url=https://testsafebrowsing.appspot.com/s/phishing.html which pre-fills the URL field.

Actual:

You are taken to https://safebrowsing.google.com/safebrowsing/report_error/?tpl=mozilla

This should be fixed by the patch in bug 1409348.
