141137 - Imported IE Favorites appear unsorted

Reproducability: Always

Steps to Reproduce:

1. Import IE Favorites by creating a new profile or quitting Mozilla, adding
this line:
  user_pref("browser.bookmarks.import_system_favorites", true);
to prefs.js, and restarting Mozilla.

Expected Results: The Imported IE Favorites appear in Mozilla in the same order
as they appear in IE.

Actual Results: The Imported IE Favorites appear in seemingly random order.

I'm not sure if the order used to be exactly as in IE, but the order got messed
up about the same time as bug 130079 was introduced. This still occurs in trunk
build 2002042908.

WFM using build 2002-04-29-branch on WinNT, and with PREFS.JS set to force
import.  In fact, everything's in alphabetical order rather than the semi-sorted
order in which they appear in IE itself.

OS dependency?  Corrupt BOOKMARKS.HTML?

If I force import in prefs.js, I get a *second* Imported IE Favorites folder
that is somewhat sorted. The items are not in alphabetical order, but the
folders appear at the top of the list and bookmarks not in a folder appear at
the bottom. The other Imported IE Favorites list is still totally unsorted. This
is in Windows 98. I completely uninstalled and re-installed Mozilla (including
creating a new profile) just a few days ago, so I doubt I have any corrupted files.

The IE Favorites in IE might appear to be "semi-sorted", but in fact you can
order them in any order you want. This bug requests not folder ordering or
alphabetical ordering, but an exact mirroring of how the bookmarks appear in IE
at the time of import.

Minor point, but we should be making changes in user.js, not prefs.js.
