Since this bug and related bugs are now disable-recommended, I looked for a way to disable affected tests, but continued to get failures even with several tests disabled:

do we need webgl tests on windows7?  I assume so, but a lot of our test suites seem to have problems on windows7, more often on windows 7 debug- and we have little support historically to get these fixed.

Good news is I see a patch in bug 1412554 up for review- possibly we are near the end here.
