The URL Progress Bar (blue line/stripe on the address bar) is visible when playing full-screen HTML5 videos, such as in YouTube's and Facebook's embedded video player. This happens when the overall website is not completely loaded.

I think this is a duplicate of part of my bug 1400557 where I said

"(ii) if full screen mode is invoked during page load, the URL bar disappears correctly but the blue progress bar stays awkwardly across the (now full screen) content."

The other part (i) of bug 1400557 is about something else

In hindsight it should have been 2 separate bugs - oops
I was able to reproduce this on latest Nightly Build 59.0a1 from 12/06 with Google Pixel (Android 8.0).

I think there may be a duplicate issue of this which I saw the other day. 
On the other hand if it's just during loading, I don't think it is super urgent. Let's set it back to P2.

If so, should it be easier to fix?

If visiting a page and happen to watch fullscreen there most likely is not a problem.

However, if visiting a page with the intent to watch fullscreen video and it hangs for longer than it expected it is particular given that it should dissappear immediately?

Which bug hides the toolbar? Is that related?

This is also reproducible on Focus.

I don't know. That should be part of the initial implementation of fullscreen I suppose.
