We should figure out how to integrate with UI to show warning message when the login reputation result is LOW_REPUTATION or PHISHING.
For the PHISHING verdict, we should simply show the existing full-page warning, as shown on http://itisatrap.org/firefox/its-a-trap.html. This does mean that we should look in the permission manager to honor any of the Safe Browsing exceptions the user may have added for the session (by clicking the "ignore this warning" link).
