Bug 1413606 recently added several files to dom/clients/manager, but they are all not covered by tests.

I am landing code incrementally from a mega patch in bug 1293277.  It's definitely tested in the try runs there, but yes the initial code is not tested.  It's also not actually executed anywhere.  If we can land things incrementally as reviews happen it will make getting something this large implemented extremely difficult.

Now that the dom/clients code is fully hooked into our bindings its covered by our pre-existing Clients API mochitests and WPT tests.
