Steps to reproduce:

I changed the `toolkit.cosmeticAnimations` to false in an attempt to disable all of the extremely distracting new animations.


Actual results:

This disabled some, but not all, of the new animations. 

In particular, there is still an animation of the top stripe that fires on every tab when it is hovered over. 


Expected results:

I want this tab-hover animation, and all other unnecessary animations, completely banished from my browsing experience.

It might be nice if this was an exposed setting rather than an about config.

In an attempt to verify the issue, the mentioned pref "toolkit.cosmeticAnimations" was not being listed on 78.0b7.
@Dão, did it get refactored or removed?

We use the prefers-reduced-motion setting, see https://developer.mozilla.org/en-US/docs/Web/CSS/@media/prefers-reduced-motion#User_preferences
