Bookmarks not created on shortcut bar

Details
I'm not sure of the terminology here. There is a bar beneath the nagivation
buttons and the address bar where the 'Home' shortcut is. You can also add
shortcuts to it by dragging from the little icon to the left of the URL. This
is not working for me. I drag with the hand, but the shortcut never appears in
the bar. There is also no "Personal Toolbar" folder so I can't add them that
way. There is another 'bookmark' bug about not saving bookmarks and I think
this might be related.

the bar you are talking about is called the Personal Toolbar (PT)
