I was confused when I wanted to change the theme of Firefox and I did not find anything in preferences. I think the "Customize" screen should be accesible as a tab in preferences.
Thanks for filing this bug. It's a good idea and something we should probably do. We have another bug on file, bug 1175262, which is to merge add-ons manager with preferences. I'm pretty sure there is already a bug on file for your request, but I can't find it right now so I'll leave yours open.
