I think fixing this one will also allow me to add tasks to builds via treeherder. Right now it doesn't work because actions.json contains repository.url = mozilla-central and therefore treeherder breaks on permrissions. If that is not the case please let me know so I can file a new bug.

It would be great to uplift this to esr60, as otherwise it will conflict pretty badly with bug 1415868. It sounds like that's already more-or-less the plan.
