Should send the CTA telemetry event ping for the Sync tour when the CTA button is clicked. But right now we send it when entering the tour, should correct this.

We send cta-click telemetry when entering the tour (instant complete) and we ALSO send cta-click telemetry when the CTA button is clicked. The first case will be solved in bug 1418191

FYI sync's CTA button is a normal CTA button(with `onboarding-tour-action-button` class), so the cta-click will be tracked automatically https://searchfox.org/mozilla-central/source/browser/extensions/onboarding/content/onboarding.js#206
