Steps to reproduce:

I removed all panels from the homepage except top sites on this Nexus 9 tablet.


Actual results:

I have 8 thumbnails - one fewer than I had in Fx 56 - which occupy less than half the screen.


Expected results:

I should be able to have more - preferably to fill the screen - maybe scrollable.
