Currently we just warn and return true in PresShell::VerifyIncrementalReflow for stylo. I don't know whether people still use this feature. If so, then making it compile is simple (I'll attach a patch), though I tried to enable it and didn't get any output on the console, so...

I've never used verify reflow, and suspect it may not be worth maintaining, but sure...
