Details

From Bugzilla Helper:
User-Agent: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:0.9.8) Gecko/20020204
BuildID: 2002041711

The screenshots on
http://moria.cs.uni-bonn.de/~lay/mozillabug.jpg
says it all: If the URL is longer than the URLbar, two ugly sliders appear
making it impossible to see or edit the URL.

Reproducible: Always
Steps to Reproduce:
1.Enter any URL that is longer than the URLbar
2.OR: resize Mozilla Window resp.

...the effect showed up in all versions since 0.9.9
Never saw this on Linux. Does it happen with a fresh profile too?

Have you added this to your current prefs.js:
user_pref("nglayout.widget.gfxscrollbars", true);

If so: dup of bug 141495
I saw an older bug on it too - will search.
OK, comment #1 fixed it and identified it as a dup.

Patrick: what part of comment 1 fixed it?
A fresh profile?
Creating a fresh profile _or_ deleting the nglayout.widget.gfxscrollbars line
fixed it.
