This personal bug tagging tool requires a complete UI overhaul, but it's a separate issue. Here, in preparation for the global navigation redesign, let's move it from the global footer to the footer of each bug (show_bug.cgi) since it's unnecessary on non-bug pages.

I've heard several times that there's a plan to convert bug keywords into tags [1]. To avoid confusion, this *personal* tagging tool should be removed in the future. But I'll keep it for now in case some people are using it.
