Bug 1376826 makes the global header fixed-positioning and removes duplicated navigation links on the global footer.

Bug 1420300 ditches the tagging tool as well. (I really don't know why it has been on the global footer)

So the remaining things are:

* Saved Search links (the number vary by user)
* Mozilla wordmark (Bug 1363889)
* Legal links

As I mentioned in my analysis, those could be moved to the new sidebar/drawer.

I'm preparing a pull request for this.

* Mozilla wordmark and legal links will be an iconic menu on the header. This will help users easily distinguish one Bugzilla instance from another. I believe there aren't many people using multiple instances, but some Mozilla engineers might be using W3C or WebKit's Bugzilla as well, for example.

* Saved searches will be moved the dropdown menu of the header's search bar. This will reduce the clutter on the screen and lead to the greatly enhanced "Awesome Bar" as discussed in Bug 1376836.
