Steps to reproduce:
I experience this issue within finance.google.com. When viewing a specific security (eg: https://finance.google.com/finance?q=NYSE:RHT) the graph displays with price. Scrolling up and down within the applet changes the period of the graph to being longer (ie back in time) or shorter (ie closer to now).
Actual results:
When clicking on the graph, and scrolling up (by virtue of being at the top) the graph contracts, and everything visually appears correct.
When clicking on the graph, and scrolling down the graph expands back in time, however (bug) the page scrolls down as well.
Expected results:
Scrolling within the confines of the applet should not scroll the surrounding page in the viewport.

I think the issue here is focus, if I click on the flash applet and then scroll the graph updates and page content does not scroll. If flash doesn't have focus this bug reproduces.

That's not my experience here. Not sure if problem is difference between mac/linux/windows, but on my mac even clicking the applet doesn't garner it focus. By either clicking, or hovering over, and scrolling both the applet and page receive the scroll action.
