1422976 - Database shutdown test cases

Bug #1417117 has changes to db shutdown logic. We need to assert that the existing logic is safe and works as expected.

That means queuing up some DB operations, closing the DB, adding more operations, and ensuring operations did or didn't run as expected.

Need to simulate not just backgrounding, but quickly backgrounding and foregrounding the app.

Also need to validate the DispatchQueue behaviour to ensure the correct queue is used in all cases, see this comment:
