1424439 - mozboot: update to rust 1.22.0

In bumping the min version in bug 1421097 I forgot to update the version `./mach boostrap` considers new enough, so it isn't updating to the required version. Thanks to Gerald for the report.

Attachment: Bug 1424439 - mozboot: Update to rust 1.22.0.

Since bug 1421097, rust 1.22.0 is required to build, but
mozboot was still considering 1.21.0 sufficiently new.
bumpt the version there as well so `./mach bootstap`
will update to the required version.

I wish it was easier to bake these versions into one location for bootstrap, moz.configure, and friends.  I have the same issue with the Android package versions.
