I was running mart3ll's Quantum Lights live theme.  I was tabbed away from the browser when it kicked in.

Running a GTX 1080

There are a few near duplicates of this bug, showing up as flashing elements, or with Google docs like the image above.  I also had it during scrolling start and stop depending on the visibility of an element on the page.
Anecdotally, for me, it needs a couple of hours of usage before it starts happening.
Andrew was seeing in on slack today.
I suspect this is fixed now. Reopen if not.
