Steps to reproduce:

1.) Open any webpage with an input that uses HTML5 validation. (http://blogs.html5andcss3.org/html5-form-validation-example/ is used in attached GIF)
2.) Leave input in error state
3.) Attempt to submit form, causing error message tooltip to appear
4.) Scroll with mousewheel


Actual results:

The tooltip stayed stationary on screen, as if it was fixed position.


Expected results:

The tooltop should scroll with the page.

I have the same problem with validation tooltips under Linux (CentOS) and Windows. Could you please try and fix this bug.
