Rearranging tabs is a pretty basic feature that we dont have on both iPad and iPhone.
if the TopTabs VC and the TabTray share the same view backend it should be easier to support Drag and Drop

Verifying as fix on master 770a2cbdb and 11.0(8861). Tabs can be re-arranged in Top Tabs Bar on iPad.
