1428079 - No horizontal scrollbar when bug summary is very long or narrow browser width

This is a resent regression(may be today)

The resent new bugzilla is very bad ux.

Steps to reproduce:
1. Open https://bugzilla.mozilla.org/buglist.cgi?keywords=regressionwindow-wanted&keywords_type=allwords&query_format=advanced&resolution=---&resolution=DUPLICATE&order=bug_id&limit=0&list_id=13947261   for example

2. Reduce browser window to 1024px like that


Actual Results:
No horizontal scrollbar, unable to read whole description and change dates

The problem is the change of

#bugzilla-body {

    overflow-x: hidden;
...
