As per :dkl's comment on IRC, the Top button on each bug page doesn't work after the new global navigation has landed. Personally I'm not sure if this button is required, but the problem should be solved first.

* The Top button on bug modal is no longer working
* The global header overlaps with the attached image overlay
* The global header overlaps with the Vote For This Bug checkbox
