Details
Unlike the in-context menus in the main browser window and various other UI entrypoints, the menus in the library window don't seem to get the relevant touch padding. Flagged up in bug 1256754 comment 20.

Not a theme issue, as I don't think the theme has the necessary information here to style the menu for touch.
