STR:
1) Ensure dom.webcomponents.customelements.enabled = true
2) Visit a demo install of Home Assistant: http://hass.thehomeserver.net:8223/states (password = mozilla)
3) Resize the window such that content is vertically clipped
4) Try to scroll vertically
Expected result:
The content of the largest region should scroll to reveal the clipped content
Actual result:
No scrollbar appears and scrolling doesn't work

This is on macOS running 59.0a1 (2018-01-11) (64-bit)

Hi John, could you take a look?
I changed the 59-status to disabled as the feature is planned to enable in nightly 59 so far.

This was probably also fixed by bug 1430034. I can't repro anymore.
