WFM: Using 2002050706 build on WinXP. But I had to go into page setup and turn off fit to page first. However, this is confusing. To most users page scaling appears to be broken because they do not realize they must turn off fit to page in a secondary dialog box to get the scaling to work. This UI issue will be resolved in the fix for 127857 which replaces the scaling text box with a combobox which has preset scale settings as well as the "fit to page option".
WFM using 5/7 branch build. Frank, you have to go into File | Page Setup and turn off "Shrink to Fit" and then go into Print Preview mode and then alter the scale, it will then work for you. If it still does not work, then REOPEN. Frank you may wanna cc: yourself on bug 127857
