Mercurial 4.5's release is ~2 weeks away. Time to start tracking making everything compatible.

Mercurial 4.5.3 was deployed to hgssh around 2018-05-29T17:40:00Z. We're still running 4.4 on hgweb. But patches are up for review at https://phabricator.services.mozilla.com/D1462 and elsewhere to get hgweb running 4.5.3 as well.
We've been running Mercurial 4.5 everywhere for a while now. Let's close this out.
